Buying a Consent Platform Is the First Step, Not the Last

Share of sites with a consent platform detected, January to October 2026:

  • Hospitality: 165 of 704 (23.4%)
  • Restaurants: 817 of 31,167 (2.6%)
  • Ecommerce: 142 of 8,386 (1.7%)

Hospitality adopts at roughly nine times the restaurant rate. If adoption were the goal, hospitality would be the success story.

The outcome inside hospitality

Of those 165 hospitality sites with a platform, 36 reached Gated and 129 landed Partial.

Partial, as the index defines it, means a consent platform was detected but with a gap: either no Consent Mode v2 signal, or tracking seen anyway. It doesn't necessarily mean the site tracked people before consent. It means the job wasn't finished. More on that distinction: The Most Dangerous Privacy Tier Is the One That Looks Like Progress.

Why adoption and outcome come apart

Buying the platform and wiring the tags are separate pieces of work, usually done by separate people. Procurement and legal choose a platform. A banner goes live. And the tag container, which decides what actually fires, is a different build owned by whoever runs analytics or paid media.

Procurement is where most consent projects get declared finished. The index suggests that's where the hard part starts. This is a handoff problem, not negligence.

A caveat on sample size

Hospitality's n is 704, far smaller than the restaurant segment's 31,167. Treat its percentages as indicative rather than precise. The direction is clear; the decimals aren't worth arguing over.

The reader test

  1. Open your site in a private window with developer tools on the Network tab.
  2. Click reject on the banner.
  3. Browse two pages.
  4. Look at what still goes out to analytics and ad domains.

If anything does, the platform is installed but not in charge.

Define done before you start

"The banner is live" is a launch milestone, not a definition of done. Done is when a refusal changes what fires, on every page, and keeps doing so after the next site release. That's the part managed privacy exists to keep true, and the free scan checks it in about a minute.
